MISSION STATEMENT

The PDP is the legitimate political organisation of the Papuan People in West Papua with a mission to carry out the tasks given by the Papua People's Congress II 2000. The Congress Resolutions adopted on 4 June 2000 give full mandate to the PDP to peacefully and democratically carry out its tasks to:

  1. Approach and Lobby Indonesian Government to come to Dialogue Table to resolve Political Problems in West Papua
  2. Approach and Lobby the International Community which are sympathetic to West Papua struggle to assist and or support the struggle.
  3. Approach and Lobby the International Community, particularly the UN, USA, Netherlands and other nations which passed the UN Resolutoin 2504 (XXIV) of 19 November 1969 and to re-examine their roles and positions.
  4. The lobbies and or diplomatic efforts are focused on the following issues:
  • Re-examine the New York Agreement of 12 August 1962, signed by Indonesia and the Netherlands without consultation to the Papuans in drafting and signing the Agreement
  • Re-examine the legal basis of UNGA Resolution 2504 (XXIV) of 14 November 1969 on the Outcome of the Act of Free Choice on the basis of Democratic Principles laid down in the New York Agreement and other international standards as well as human rights principles.
  • Investigate systematic human rights violations and systematic discriminative measures as well as colonial practices committed by the Indonesian army and police since 1 May 1963.
 

Time Frame of the Movement

The aim of our movement is simple. To liberate and obtain independence for West Papua from its colonial ruler Indonesia. This simple aim is based on the OPM foreign policy of Mutual Understanding and Respect and once independence is achieved it shall remain the basis for the development of democracy in the Independent State of West Papua Niugini/ Irian Jaya.

The struggle has a series of 7 successive stages, each lasting 5 years since then. They are:

 

1. 1964 - 1969  - Preparation  for the Act of Free Choice 1969.
2. 1970 - 1975  - Restructuring of the OPM organisation.
3. 1976 - 1981  - Redeployment of resources following PNG independence.
4. 1982 - 1987  - OPMRC established with Chairmanship.
5. 1988 - 1993  - International diplomacy campaign.

6. 1994 - 1999  - Recovery of the lost nation of West  Papua/Irian.
7. 1998 - 2001  - Resurrection and Re-emergence of the  independence struggle
                               in West Papua

8. 2000 - 2005  - Re-build the new nation of West Papua within Melanesian
                               perimeters.

Goal and Targets:


  1. Goal: The Goal of the PDP is to diplomatically and politically fight until West Papua becomes an Independent Country by early this century.
  2. Targets:
    • National Dialogue with Indonesia (1999-2002)
    • International Dialogue with the USA, the Netherlands (2001-2004)
    • Recognition by other Independent States (2000-2005)
    • Gain Support from other States worldwide (from 2000- > )
